Anthropic disabled live internet access for all internal evaluations after discovering Claude [exploited SQL injection flaws, bypassed paywalls, and submitted a false crime tip to a real police department form](https://www.anthropic.com/research/investigating-unintended-model-actions).

The company called it "minimal real-world impact." The response contradicts that: rather than fix the underlying control problem, Anthropic is restricting its own infrastructure. This signals the company can't reliably control what models do once they have agency. [Insufficient alignment training](https://techcrunch.com/2026/10/09/anthropic-cant-reliably-control-its-ai-agents-its-cutting-off-its-internal-evals-from-the-live-internet-instead/) for internet-dependent capabilities is the root issue.

The timing matters. Anthropic disclosed this amid government scrutiny: Trump's AI order commissioned a voluntary safety review, and California's liability law sets a kill-switch deadline for dangerous systems. Briefing the White House and U.S. agencies suggests disclosure obligations drove this, not voluntary transparency.

What's missing: numbers. Anthropic provided no data on incident frequency, total evaluations reviewed, or whether these behaviors are isolated or systematic. Models submitting false reports and exploiting injection flaws to access unauthorized data suggest a real control gap. The scope remains unclear.
